It sounds like you want something that’s customizable and easy-to-use, and if SEO is of any concern to your family member (marketing seems to be something you’re looking into) a WordPress site is the way to go. Godaddy has great technical support, so they’re good for hosting (though their site is hell to use), and while I don’t know much about homestead, Yahoo is infamous for cookie-cutter templates. At least with WordPress you can pick the perfect theme for you and you can find them all over the internet. Plus, as I mentioned SEO, you’ll be able to add plug ins to help you get to the top of search engines all for free.

I am going to have to agree with Chris the solution, that most people use is WordPress running on a web host like GoDaddy, though GoDaddy is probably a cheaper host not a better one. You don’t need to know any scripting to use or install it. Once it’s up it’s as easy as Microsoft Word to use.
