If you want to code from scratch , pick up a free Integrated Development Enviroment (IDE) , if the site is PHP or Just regular html i would recommend NETBEANS, if its asp.net go for Visual Web Developer Express both are free . In your browser right click any element and click inspect element . That way you can modify your site on the browser and upload the new content to your site files . Please do not create you site with a WYSIWYG as it always produces horrible code.
