I’ve heard about Godaddy, but never heard about X10. Most good hosting companies today offer Control Panel interfaces. I have my site hosted with Aplus (www.aplus.net). In the past 1 year the downtime was roughly 2 hrs. Very good.
Aplus also has an excellent Cpanel interface. You can use frontpage extensions and they have a tool to manage frontpage files.
I’d say go with Aplus.
