Who Should Not Try Hostgator

Possible, but a lot of work for somebody.
cPanel and other hosting management packages (Plesk, for example) generally have APIs that a developer can work with. In your case, someone would need to build a fairly complex Joomla plugin that integrates into cPanel or WHM.
I’ve seen partial integrations the other way around though – i.e. allowing users to install software like Joomla from within the cPanel account.

I think this is done already. Some of our clients use a hosting company where you can access the control panel (cPanel) from within Joomla.
