You can use WAMP or XAMPP but you would need to copy all of the work you did offline back to the site’s server. This could be a problem.

WordPress uses your host’s servers mysql database tables for posts and pages. This makes it very difficult to do work offline as you’ll run into all sorts of problems when doing your uploads.
The best and safest way would be to work on your content in notepad or whatever editor you like to use, then just copy and paste your work to WordPress next time you go online.
