cPanel costs quite a bit to license so I doubt you will find free, ad-free hosting with cPanel.

They have nearly instant activation, PHP, MySQL, and the only ads are on the default page not found responses, which can be removed. If it absolutely must be free I’d either ask friends/co-workers or, if bandwidth and transfer speeds aren’t a big deal (not alot of graphics, etc.), then host from your own PC with Apache2Triad (http://apache2triad.net/) and a free subdomain service like DynDNS (http://www.dyndns.com/). This is what I used to do, but be sure you know what you are doing with it first as any server software is touchy and has security risks associated with running it.
