http://www.inmotionhosting.com – uses cPanel and can do all of the things you specified. I host my websites on there, because for relatively cheap you can get UNLIMITED (!) space and bandwidth, plus two MySQL databases. I’ve found it works very well.

I think the previous person is right. It is confusing to find the best (optimal) web host that yoyou can use. I think that visiting a couple of web host comparison sites will help you find a web host provider that will make the most of your money.

I really think free web hosting is a waste of time. You have to deal with ugly 3rd party banners and things like that all over your site. Kind of takes away the "your" in your site. You should consider going to a website like http://www.hostgumbo.com … they have an up to date pricing and features comparison chart for the top 2009 web hosts. The site is free to use and they also run really cool promotions and giveaways. They will pay for the first 3 months of your hosting no matter which one of their advertised hosts you decide to use!
