Hi Suzie,
I believe it’s possible using a combination of a free domain name from "co.cc", and the free hosting package from "000webhost".
Here’s what you need to do.
1. Go to http://www.co.cc and register your domain name first (eg. http://www.suzies-site.co.cc)
2. Then go to http://www.000webhost.com and create a free hosting account. You get 1500Mb of webspace, which is VERY generous, and most importantly you get a MySQL database (which you need to host your WordPress blog. MOST free hosting companies will not supply this, but 000Webhost do.)
3. Follow the instructions supplied by the two companies to set up your DNS settings. From my experience, it was extremely straightforward, and shouldn’t take more than 30 mins or so to be up and running.
4. Then install WordPress, and hey presto – you’ve got a totally free blog, completely under your own control.
The only drawback is that co.cc addresses tend not to be taken as ‘seriously’ as .com addresses, if you’re intending to use it for commercial purposes – and as always with freebies, there may be a risk of the company disabling your account, so you’ll probably want to upgrade at some stage in the near future. But as you said you intend to use it for testing purposes, it should be more than adequate.

There is no such thing as a free domain — not if you want a good one. Free web hosts do exist, but they have their limitations, and more often than not the headaches that come with them aren’t worth even their free price. However, there are web hosts that also offer domain registration, so that you can get both in one go. Check out http://buywebspacetoday.com/ for recommended web hosts. Note that some of these web hosts do offer free domain registration if you sign up with their web hosting, so that’s bound to save you some money. Also, their plans come bundled with application installers, which basically means that you can install WordPress straight from your hosting account with a few clicks. Now downloads, database setups, and technical knowledge necessary. You don’t have to blow a load of money, by the way. A typical hosting plan that has all the features you need goes from $6 to $8 a month.
