I’ve used RealNetworks streamer for several years. Not the most popular with users, but it works with not an undue amount of effort and has a free version. Windows and Linux, maybe Mac. In Linux it works with supported video devices e.g. Brooktree-based NTSC/PAL capture cards and probably HD capture, maybe USB webcams.
There is authentication supported for streams but I haven’t tried.
The best security is probably to keep the personal information somewhere else behind a firewall and just use a random identifier. I think it supports LDAP authentication.
