You dont have to host it on the internet, you can host a website from your computer for testing purposes. Just create a file with the .html extension and open it with windows explorer. Viola!

don’t experiment with a production server!
you should install a server package like WAPP (postgresql) or WAMP (Mysql) or XAMPP (apache’s version , mysql).
these have apache web server, PHP web server scripting, and either mysql or postgresql database preconfigured (and they may have more as in the case of xampp, such as mercury mail server and filezilla ftp server).
I would suggest WAMP or XAMPP. xampp puts everything into c:\xampp and has problems on newer versions of windows, so I suggest WAMP.
you should look for the htdocs (it might be called htdocs in WAMP, it is in XAMPP) directory. that is where your html files should go.
index.html or index.xhtml is your main/root/home page. it could also be index.php or index.shtml, but I don’t think it might be configured for shtml. I highly suggest using HTML 4.01. you can always upgrade to version 5.
use lowercase tags and attributes as a practice and you won’t have to convert hardly anything later.
since apache and the database are services, you can only install one of them. but there is a way to configure apache to do virtual hosting to simulate multiple sites in multiple separate directories of your choice from a single network card, and you can set up your hosts file so that it has entries like
192.168.1.100 mycomputername mywebsite1 mywebsite2
and you may need to change this often.
so then you can do things like
http://mywebsite1 http://mywebsite2/code.html
in your browser.
but don’t put in .com’s or such like in there, or you won’t be able to visit them except in your local machine.
